This guide aims to give an overview of the legal background, theoretical models, and practical examples of citizens’ participation in decision-making at the local level from the country and abroad. It distinguishes between citizens' involvement in the municipality's functioning and their involvement in the decision-making process. It goes beyond the methods offered in the country's legislation and aims at bringing common domestic and international practices close to the country's municipal administration. Good practices and examples of citizens’ participation are presented at the end of the toolkit.
