Citizen Needs – To be Considered

This paper is an empirical study of focusing on citizens during the early stages of designing tools for civic participation in a mid-sized German town.  It concludes that citizens must be part of the design process right from the start if digital tools should go beyond tokenistic, top-down ways of civic participation.
